The Off-road Road type is only meant for paths that are impossible to drive with a normal car; 4X4 trails.
Use a regular Street road type with the unpaved attribute 
selected if the road is unpaved and possible to drive.
Currently, Waze does not plan to support a 4X4 vehicle type in the client app, but the developers have left this option for editors to map these paths, so they can be displayed on the map. They have an extremely high penalty associated with them (3 hours) and will not be suggested in any routes in almost all circumstances.
Specify if possible both Street and City name.

Notes:
- The 4x4 road type is also used for roads and neighborhoods under construction. See the page about a New Housing Development.
- The street name of the 4x4 roads is not shown in the app and not on the Live map.
- Selecting the road detail
unpaved has no (additional) meaning for this road type. It doesn't add an extra penalty.
